Prime Minister Pham Minh Chinh on July 31 issued Dispatch No. 1063/CD-TTg on the prevention of the COVID-19 pandemic, asking provinces and cities to focus on the drastic, substantive and effective implementation of specific measures to prevent and control the pandemic in accordance with the directions of the Government, the Prime Minister and the National Steering Committee for COVID-19 prevention and control.

Amid the complicated situation of the pandemic, following the call of Party General Secretary Nguyen Phu Trong and National Assembly’s Resolution No. 30/2021/QH15, dated July 28, 2021, the Prime Minister has requested chairmen of People's Committees of centrally-run provinces and cities, ministers, and heads of ministerial-level agencies and government agencies to drastically and effectively carry out specific measures to combat the pandemic as directed by the Government and the PM.

Meanwhile, localities implementing social distancing according to Government Directive 16 must strictly and consistently follow the Directive in accordance with the actual situation in each locality.

Local authorities must not let people leave their residences from July 31 until the end of the social distancing order.

Localities must take responsibility for picking up and carrying their residents from other provinces to their homes while organising quarantine for returnees to prevent the spread of the pandemic.

In addition, the PM asked centrally run provinces and cities to continue to apply social distancing under Directive 16 for an additional 14 days.

Centrally run provinces and cities were also directed to strictly obey pandemic prevention regulations while providing appropriate aid to Ho Chi Minh City and other pandemic-hit localities.

The PM also asked for adequate supply of food for needy workers and those who have lost their income and no longer have reserves so that no one lacks food or clothing while also providing necessary medical assistance for all people.

Vaccination in particular must be carried out quickly and safely to the right subjects.

The Ministry of Health and the Ministry of Information and Communications shall provide transparent guidance and information on the pandemic prevention and control so that the people know, support and actively implement preventive measures.

The PM also asked the Ministry of Health to coordinate with relevant agencies to shorten administrative process regarding the production and supply of vaccines and drugs for the prevention and control of the COVID-19 pandemic while proposing appropriate support policies for medical workers and frontline forces.
